Yeah, it's designed to carry loads up front with "low-trail," front geometry. It's based on 1940's French "porteur," bikes that were meant to carry huge loads in front. Google Kogswell P/R for more information. Designed with input from Jan Heine, publisher of Bicycle Quarterly.

I've run it singlespeed but it's currently set up with a single ring/nine-speed cassette, with a downtube shifter. You can see the drivetrain better here:




It's really a fun, versatile little bike! It's currently out of production but might come back from another source...

Yep, there's a bell mounted on a headset spacer just below the stem--you can see it in this pic:
