I know very little about this stove, most likely not very vintage.

According to the Coleman Collectors Club Index the 413E stoves were produced from 1954-1960 & 1962. The bar that gets in the way is a lid support to allow you to flip the top of the stove backwards to make a shelf (sort of). Enjoy your new stove.
