My wheels are under my camper body. I made internal wheel wells that rise above floor level. On the exterior portion of the wheel wells I have a bunch of aluminum sheeting, so I made wheel guards out of aluminum. On the wheel well rise it is pretty simple, just measure the amount of maximum potential rise from the axle top to the frame, in my case I think it was like 2.5". While my floor (way overbuilt) is 2.5" high, I added in another 1.5" for the wheel well in case the next set of tires is slightly different than the stock ones.
I also added in skirts to reduce the look of the trailer height, but even with these, it isn't a big problem changing the tires. If I jack up using the axle then I have to tilt the tire to remove it. If I raise from the frame, then it pulls right off. I use the axle to lift.
