I wouldn't have changed mine either, but it was damaged and unreadable. When I replaced the original damaged single-beam tongue, with a much thicker and longer piece of square tubing, I just threw it away. I showed a picture, saved on my phone, of the disposed of VIN label, and a previous license plate sticker (from many years prior) to the Tax office clerk, and re-registered without problems.
old tongue (with VIN label), both damaged and disposable!
new tongue, without VIN label, but OK with the State
If I ever go to Harbor Freight again, I might pick up a set of their number/letter stamping dies, just to make it "identifiable", as if its' unique self, is not. Just for the sake of the govt. sanctions for ownership.
