Back in the 80s someone was building a much smaller similar vehicle. They were not putting them into production, but put together a book so that others could build them. This one had the engine in the rear, and was driven by the singular rear wheel.

Are you thinking of the Tri-Magnum? http://blog.modernmechanix.com/the-mi-urbasport-tri-magnum-home-built-excitement/ I have a full set of plans for this somewhere. It was pretty tempting to build one. However, as designed, it lacks heat, air conditioning (or even decent ventilation) or a reverse gear. So, lotsa fun but not too practical.

No that wasn't it. hmm the one I have [somewhere] was much smaller. It was a single person vehicle, pretty low. You entered it from the top. To make it more visible in traffic is had a raised portion in the rear. the best way I can describe it, is sort of like the tail fin on a plane.

"Only $6,800
It only costs $6,800. That’s about what you would pay for an outboard motor to power a rowboat."

WHAAAAT? That kind of money should get you one FAST rowboat.
