The main plot at this point is pretty much just John Ross trying to become his dad. That's more character development than a story line.
Pretty much everything else is happening within one to two episodes.
The timing of the show feels more like the Mentalist with his ongoing Red John quest and weekly set it up and take it down sleuthing than it does Dallas.
They talked about that with Cidre toward the end of last season. She maintained that it was intentional as she believes that it is necessary to keep the attention of the audience. Perhaps. People aren't exactly known for their long attention spans these days (not that I'm one to talk, normally).
Still, it would be nice to let some things develop. Look at the story line with Sue Ellen running for governor. They brought it up in the premier last season and it barely came up again until it was jeopardized with her bribing the coroner. A situation that resolved itself in a little more than one episode. Then, it wasn't brought up again until the premier this season when the coroner pops up again, which is resolved by the end of the same episode.
It's almost like they are simply writing things for the originals to do as filler.
