Most likely you will have to replace axle that comes with low end utility trailer frames with a axle designed to have brakes installed on axle....Check out link below and note 4 hole flanges on axle to mount brakes on.... You also have to have drums/hubs that fit axle for brake size desired (7 or 10 or 12 inch) and I seriously doubt you will find a hub/brake drum that will fit the HF or Red trailer spindle...

You might look at some the "discount" trailer parts suppliers on internet to see if a reasonable replacement axle is available for you low end utility trailer frame....
Northern Tool had whole section for axles hubs drums and brake parts, also there is "E-Trailer" and maybe a few others....

There is a whole world out there of parts, you just have to come to grips with fact your low end utility trailer axle is not capable of having brakes on it and you will have to replace it........
