One of the first things you should do after you pick up your frame is to get some photos if it and post them on your thread
From that you are likely to get all sorts of suggestions.
My first thoughts are, if you are looking at the weight issues, you should get rid of one of the axles.
This will get rid of a lot of weight, and also, what weight you have on the finished frame (if you are planning on a light weight build) will be able to work one set of springs, where with tandem it will be too rigid and will be inclined to bounce along behind you and do its best to shake things apart.
