Do I remove the green material to access the +\- terminals?

I know this is incredibly basic but I figure you all won't make too much fun of me....

Offhand, it looks like you would attach the leads to the screws with the large contact pads(triangular solder pads surrounding screws) in the middle. :)
I would use crimp-on ring connectors.

Didn't realize you would respond so quick, I added a link to the instruction sheet. The loads (positive) are attached using female spade connectors down the center of the board. The negatives are tied to the ground.

Use female push on terminals on the metal thingys sticking up.

The ground is probably just for the lights, you'll need a ground bar for all your circuits.
