Rust in/on ladder racks

My ladder racks (trailer < 1 year old) has rust coming out the bottom (open) and onto the white side. They are capped with plastic caps.

I have sprayed Rust-oleum Rust Reformer up into the tubing.

I am thinking about filling with expanding foam - tape the bottom, drill hole in plastic cover and squirt expanding foam into. Would this seal the tubing better??

i have a dumb radius roof and plan on throwing a alum ladder rack on for some solar. :stompspam:

The opening (bottom) is 1"x2"..........
