Seems to me that is one contributor but also poor adhesion to start with caused by failure to sand, oils on surface, missed glue, dried glue, and others.
The bubbles can be repaired by Ironing (heating through a wet towel enough to re-liquify the TB II, or squirting in thinned TB II with a syringe device, or slicing with a razor and doing the sand & reglue thing, etc. It's sometimes easier to just remove the small canvas segment with a razor and redo it properly with finishing using normal dry-wall-repair-techniques to make the patch job invisible.
