Mike, you might want to rethink what you post before writing it all out here. When you ask for input/suggestions/responses, choose what you will use (or what you like the sound of) and focus on that. " Events " take some planning, up front money, and often reservations. "Open camping" and a "Call out" for others requires THEM to make the effort and do their own research and planning to get to the area. You may want to pick the date well in advance that works BEST for you, and if reservations at your camp area are a must there, make your own ahead of time. If others decide the date works for them, they can proceed with asking for time off from work, planning their route,and reserving a spot for themselves.

At an event we recently attended folks had made some of their own reservations while others stated their intent to come. For those unable to come that had made reservations, the campsites could not be held overnight for others in our TD group as the first night they had to be continuously occupied. These sites were resold by the Forest Service, allowing them to collect the original camp fee from the reservation as well as another camp fee from the new occupants. But at least, as an event organizer, this method does not require YOU to put out money of your own in hopes that the sites will be taken by teardroppers who say they will attend, (and pay you back) as these TDers make and pay for their own reservations.

Slow, as I re-read your postings and see that you mention "we" frequently in them, these are some of the people you can include in your planning process. Perhaps those are the people you should involve in your discussions/decisions as almost every organized gathering flourishes best with a common core of individuals who are supportive of the effort, enjoy the area, have the desire to go to a particular region , etc.
