BTW, the PD won't output DC to any circuit if there is no battery present. At least my 4 year old 4045 won't.

OK, that would make sense that it runs on a thermostat basically. Where are you measuring that 13.2vdc at? Battery is present but maybe just low on voltage enough to trick the converter into thinking it's not present. I've been charging the battery with an external to raise the voltage so the converter may run.
