So, going to put a standard outlet in the outside outlet. I have it totally covered from the elements so it will be okay. Lesson learned, again.

Moved the wires to where they should be and it's working perfectly now. Passes the GFI test and I can hook the CTC to it without any problems. Learning more all the time, even at my advanced age.
