Hi Harry. Yes they are. This is the type of wheel chock for these "hold down brackets". You can find them just about anywhere. I don't recall where I got mine, but can be had on Amazon and I've seen them at Harbour Freight. Just Google or Search for "Motorcycle Wheel Chock". I have two of them so I can fit two dirtbikes in with handlebars offset. I kind of designed the space around that.

I think they work well for lighter motorcycles like my KTM 450EXC dirtbike, but would not recommend them for a Heavy bike like my Victory Kingpin. I use a roll in type chock for that. I modified a roll in chock to work with the same bracket for the Kingpin and then drilled one screw anchor in back right side to keep it from shifting left or right (if handle bar turns the chock can turn in bracket. Hard to explain, but it will be obvious if you have one). You can see it in the last picture. This holds the Victory Kingpin exceptionally well with just two tie downs to my E-trac for the side to side stability. But I can pull in and get off the bike and it holds it while I fix the straps. I use it for my KTM-690R because it is better and I have it, although the other type will work.
Long answer to short question, but I wanted to explain how I use them.
