Here's the thing:

If someone breaks into my house in the night, and I have a gun (I don't), and I confront the guy and he turns and runs, I am going to be scared s***less and fire the damn thing anyway.

How the heck can I be expected to act "rationally" in a situation like this? I'm not a trained police officer, and even police officers are human beings with similar fears and reactions to one's own safety.
