Rustproofing with clear top coat?

Here 's a newbie question... I love the look of my steel fenders and don't want to paint them. Can I just spray with a clear topcoat and prevent rust from rearing its ugly head?

I think you can use an automotive catalized clearcoat. That stuff sticks to anything. But, keep in mind, if you get any rock chips, they will rust at the chips.
