Aweee Mr. Grumpy, You got it. Biscuit dough is supposed to be 1/2 inch thick. Those are 1/2 inch tires on a 1 1/2 inch PVC pipe. Now I don't have to guess.

Maybe slip an end cap over each end to hold the wheels on? Could make different thickness wheels for cookies, etc.
