I was not subjected to an inspection, which is a requirement for "specially constructed vehicles", I merely had to produce the notarized MCO, the bill of sale and some money, and I walked out with a plate and the promise of a real registration in the mail in several weeks.
I think the key is that the MCO did not contain the word "kit" anywhere. The vehicle type was specified as "trailer". That's just a theory. As far as the non-inspection deal, I'd certainly be wary of some home-assembled trailers you see careening around the Pennsylvania highways, but I think mine is up to snuff.
