It's a comic strip in the Stockton Record.
One of the characters, Earl, is an old guy who is always doing dumb stuff. He's been doing stuff w/ sunglasses recently.
So today he was wearing the sunglasses in the house. his younger friend was asking him about it and when Earl said he felt as if he were in the CIA, his friend says by CIA you mean Coots In Armchairs?
