The first thing I did was check the bearings for grease. They looked OK but I added some more just to be on the safe side.
Switching the dust caps worked for one. The other one was still loose. Your suggestion to use a ball peen hammer got me to thinking. I took a spring loaded center punch and went around the inside lip of the dust cap making little dimples. It seamed to work, I coludn't pull the cap off with my hand.
Time will tell if it stays on. Thanks for your help.

That's a great idea about getting extra caps. Looks like this could be an on going problem.
