If you look around I'm sure you can find 14" and maybe 15" wheels to fit them but 13" would probably be easier. Now here's what you need to watch, the 4 high spots are the only place the wheel is going to hit on that hub so aluminum wheels are your best bet as they are mostly flat on the hub surface, a lot of steel wheels might not sit right on it and it leaves you open to cracking the wheels. There are about 4 different styles of those 7" brake hubs, 2 5 bolt and 2 4 bolt, and you need to make sure the wheel mates up with that particular hub.
Otherwise that is a perfectly usable axle, although I don't care for those small brakes myself, but that's probably because I repaired them for so many years.
