Yes 244 is designated for disabled campers. Not sure, but anyone is likely to be able to book it online. In making a change, perhaps the person at Reserve America people saw it designated disabled and therefore notified you of it. The disabled sites are flagged on the Campsite Guide (Handicap Sites) and Map Navigator on fishcreekpond.com . The disabled sites have a round metal ringed fireplace, modified picnic table and often are graveled based... many disabled campers mention that gravel isn't all that great for wheel chairs. The disabled sites also are only one or two sites from a washroom which is great.
Being the one who had booked 244 and a wheelchair user, I will say that even the parks don't know what designated sites are. Some are only level sites and somewhat more hard packed. Most are near the washrooms. Many parks don't even have them. Some like Letchworth have handicapped site right across from a washroom with stairs (hello)

Reserve America states on many of these sites that one in the party must be a walker or wheelchair user or you can't rent the site. I have no idea if this is enforced at all.
I am considering starting a web site or blog with a real world evaluation of the parks I visit and how accessable they are. One of the reasons I loved Keuka Lake SP so much was the showers had a bench seat and handheld shower head just like my home. The site I swapped 244 for at rollins pond has a sidewalk like strip that goes to camper pad and fire pit. I looks very friendly and will be a huge plus if it rains.
