Most likely where that comes from is the way the front end is put together. You have CV joint that has to be mounted inboard of a splined axle shaft inside a bearing hub, all that needs to go on the outside of the control arms which pushes the hub face toward the outside of the car. All that to keep the CV in the proper relation to the spindle pivot point. Rather than re-engineer the a-arms and stuff under there they just change the offset on the wheels to get them back under the car.
Much cheaper fix. Sometimes the offset is nearly the depth of the wheel. If you recall the old Eldorados the center section of the wheel actually stuck out past the wheel itself.
They can definitely get your wheels tucked in if the axle is too wide.
