tow dolly

Is it possible to incorporate a tow dolly into the front half of a trailer to be able to get the wagon style trailer as I'm thinking of possibly doing a vardo, I'm thinking I'd have to have two separate titles for this type of setup one for the trailer and one for the dolly. Or would it be better to go with the tow bar style that the big motor homes go with when they are hauling a second vehicle I believe it's called a dingy. I'm not two worried about top speed just getting there

What the regulations are in BC I do not know. But backing up could be difficult. An alternative to this, is show wheels (could be wooden wagon wheels) that you install when you get where you are going.
