I am thinking of new suspention

Looking at all the types leaves me to wonder if a rebuild would not be easier.

I have old coil spring with small shocks. As I drove through San Fransico the road was so rough the trailer got badly shuck up.
so I am thinking changing it but if not I will try and build a new one this time it should not take 5 years. But money is tight.

there are many types of suspensions designs that can be used on trailers, which one is better then the others is usually more a matter of opinion. The biggest concern is to get the spring rate right for the weight htat is placed on it. If the spring rate is too heavy, it wont move and the tires become the suspension. If it is too light, it moves excessively, bottoms out, and may cause the tires to come off the ground. the way they are mounted also affects the spring rate.

Ron, one advantage to what you have is that you all ready have it. Yota Bill has hit the nail on the head that the spring rate is in part the key to success. Looking at your trailer I would be willing to bet the donor trailer was rather heavy duty and simply finding springs that have a lighter spring rate or substituting air bags will cure your problem.
