Save for web is the best way, that way you don't affect the original file.
I just do a "save as" after I rezize, and resave as a JPG from the original RAW file.
Another tip: Once you decide what method you want to use, save and "Action" of that method, and from then on, it will be a one-click procedure. "Actions" are incredible time savers.
And... if you have a whole bunch of files to resize, use "File>Scripts>Image Processor." You pick a folder full of pictures to resize, tell it where to save the resized images (choose same folder), and tell it what size limits to apply. It will open all the images, resize them and save them as new files in a new folder within the old folder -- dozens of files resized automatically.
You can use "Image Processor" and have it run an "Action" while it works. So, you could build an "Action that Sharpens, sets the levels, color corrects, or whatever you want done, and "Image Processor" will do it to a whole batch of images automatically.
I am pretty sure Actions and Image processor are in Elements, just as in Photoshop CS.
