That's a good guess, it does sort of look like one of the old tail lights -

OK, here's the hints:
1) It has a light, but that is not its primary purpose
2) Its a type of toy

Close enough...

It is a "Winter front" for an antique car.

Back in the day a car owner would attach this louvered grill to the front of the car, covering the radiator.
In cold weather, keeping the cold air from going through the radiator kept the water warmer, which sent more heat from the cars interior heater.

On warmer days, an automatic thermostat in the round area at the top opened the louvers enough to keep the car from overheating.

That is fancy, some taxis and old busses over here have them but they're just pvc covers with press stud fittings, Undo a popper for cooler air or do them up for warmer.
