Let me start by saying, I'm not a roofer. I have built a few custom dog houses/play houses though, and have applied 3 tab or shake shingles to them all, and have helped on a shake roofing job. I've only used roofing felt under shake shingles. It is put on so the next row overlaps on top of the previous row, and roofs have minimum pitches so the water runs down, and doesn't sit there... I'll let you make up your mind from here.

...and what are you planning to put over that felt paper...felt paper goes under 3tab(and other type) shingles to give additional waterproofing...the best roofing material is a one piece covering such as aluminum or EDPM rubber and requires nothing underneath it...............
