I just received the Illinois Home-built Trailer information.

To summarize:
License Plate TA, Gross Weight up to 3000lbs, no inspection, no brakes, and no breakaway brake are required.

Must provide details of where materials for the build were procured for the Body, Frame, Suspension, Axle(s) and Fenders. Also must provide at least four photos, both sides, the front and back.

The information they sent me was quite detailed and to the point. There are no provisions of what the trailer should be made of. The inspections of trailers starts at 5001 lbs.
