"Shop grade" refers to what plywood mills produce from "off-fall" in their production process. Shop grade is, typically, an imperfect panel that has at least an 85% usable portion of the panel and will be priced at a 15%, or so, discount. Most "fine" cabinet makers will use it... if they can work-around the defect(s)... for interiors, but not for exteriors.
