Maybe I'm missing something, if under the new system the "employee schedules are now available three weeks in advance", what does this do with workers sitting by the phone?

Leon, here's the deal:
Another example of Wal-Mart trying to squeeze every last penny out if its workers.
This basically refers to their cashiers, because as you know, there's never really anyone to help you on the WM floor in specific departments anyways--aside from electronics and one one or two other departments--because someone has to be there to open certain locked cases, mix paint, etc.
And as every normal person knows, the store usually only has one or two of these folks working in these departments anyway--while also quicktime-shifting them to other departments if they're actually seen not doing anything for 5 minutes, because there are no customers there to assist in the first place.
So with the cashiers, they want them to not be guaranteed a certain schedule. The "3 " thing you read in that article is pretty misleading, because as it is, most cashiers there have set schedules as it is. There's a small minoritywho don't mind losing a day of work a week, a few hours here or there, or having these hours shifted from week to week--because they find it EXCITING! They also probably only average 6 months of employment with the company anyway before they get fired or leave on their own.
NORMAL people want and NEED to know their work schedule--so they can arrange additional employment (many do), take care of children and spousal responsibilities (most do), and be able to make plans...knwoing their days off..so they can live a normal life.
But this is too much for Wal-Mart to ponder, and they now want to go to a system where at a manager's whim--and we all know how smart Wal-Mart managers are, RIGHT!?--a cashier will get several days notice, maybe ONE day, of whether to come into work.
It's the most disgusting, ridiculous concept ever conceived. And it's not just selfish--it's STUPID.
Prices will not go down one penny because of this, you will NOT be better served as a customer, and as I've said a million times before about this company, it is another example of illegal employment practices that the f*cking state and federal regulatory agencies simply decide to ignore.
Thank GOD the Democrats are in power now--because this sh** IS going to stop.
