Absolutely! I'm increasingly coming to the conclusion that there is no 'better' or 'worse' times, just times with which you're more or less familiar. I rather doubt that humans have it in them to get much better, or much worse, other than temporarily. For each improvement in society, we probably take an equivalent step back - for example, we get to the point that it's no longer acceptable for a man to go home and beat his wife senseless, but then we won't intervene and can only call 911.
And I think the same thing applies between countries - there aren't better and worse, just different. One may have a better political system, but another will have a more developed social responsibility - it's all swings and roundabouts. Again the one you're used to seems 'better', but that's just familiarity not really being better.
