This is a tough fix, as usually with a glare or reflection, the image data is effectively missing. It's tough to "fix" what isn't there. In many cases, you just have to recreate the missing pixels, using various techniques. There's no one right way to do it, but a good place to start is to learn one one of the flavors of Photoshop. I've been using it professionally for almost 20 years now, so I'd be happy to help you out if you have a particular photo you're trying to fix. Just send me a PM.
