You could probably use the same steps using a metal cut off, and welding it back again. A bit more grinding, and a little bondo may smooth the surface out. When the paint is applied, it should hardly be noticeable

That would be a lot easier then I wouldn't have to do any welding or bondo work.

Mike, I say make your own fenders. Your tear is beautiful and matching fenders would really make it stand out. In my opinion.
Here's a photo of my fenders, very easy to make.
