Gus when I first saw yours I thought no then after time I thought well yes.
I went to some Jeep 4x4 sites and they offer other ways to hold a tire.
Using an "A" frame with the tire one the bottom bar of the "A".
then I thought about my already bought Tire mount from HF and it could mount on the "A"
this does not work becuase then the tire can not turn up. But no one says I have to use the top of the tire for a table.
I did this idea because I wanted the tire at the rear of the trailer to protect it from cars behind and put other thinks in the tung box.
Bothenry's and Del's idea got my head to spin. and Godskid has gotten started on the project faster then I.
GodsKid ...have you gotten the bike swing?? you might start you own site so you can get direct answers for your project and report your results here. So these ideas stay in one place for others who what to do it got some ideas of what has been done.

eamarquardt you got me thinking. the tire could be facing down.
and a frame for the tire could be square.
Flip down (tire below) swing out so off to the side so we can get in the hatch. and a square or oblong table can be there for extra counter space.

these are all in metal I would use wood with metal reinforcement peices.
and be on a much smaller scale and not as heavy.
Using hinges for both swing down (door hinge) and sing out (gate hinge)
