I'm not sure what you mean, "made to order," but all the parts necessary to build and/or repair a torsion-based axle/frame are widely available.

It was what I was told by about 10 places (most being trailer supply company's and including dexter) when I was stuck a 1000 miles from home from everyone I could get a hold of within a 300 mile radius.

Wow... I'm sure that was no fun.

When I say that parts are "widely available," I mean, of course, in general. I didn't mean to suggest that any given shop, at any given time, would have any given part... in stock... to deal with any given situation.

That's what the internet... credit cards... and fed ex early morning delivery is for :)

I don't know what the going rate is in your area, but I purchased my torsion axle, coupler, and trailer jacks for about $250 total.

I have been told that welding shops can purchase the steel cheaper than an individual most of the time, so I brought the parts to a local welding shop. They bought the steel and welded the trailer to my design for $500.

Interesting... so, you have about $750... plus wheels, tires and fenders in your frame/trailer? Did you do brakes?

The arms on my torsion axle did not extent past the end of the mounting plate, So, there is some twisting action, but a most of it is more up and down pressures against the mounting plate.. the h/f C channel has not deformed a bit in thousands of miles of towing.
