I'm not sure what you mean, "made to order," but all the parts necessary to build and/or repair a torsion-based axle/frame are widely available.

I have been told that welding shops can purchase the steel cheaper than an individual most of the time, so I brought the parts to a local welding shop. They bought the steel and welded the trailer to my design for $500.
