The executive summary is that it would cost BILLIONS of dollars to bury their entire infrastructure, and they estimated that the cost of doing it would translate to every customer of theirs paying an extra $10,000 per year on their electric bill. In other words, everyone's monthly electric bill would start out at $833 before they even turned on a single light!
I don't know about you, but if I had an extra $10,000 lying around I'd sooner spend it on a solar array rather than give it to the power company to bury their wires. You'd have free electricity in year two! For that matter, the first month's $833 is twice what I paid last year for the emergency generator that can run my whole house.....
