You may well be right...I'm waiting for the water to clear before I jump in head first...
The trailers I've looked at claim to have torsion axles.
This picture may show their setup better than I can decribe it.

It appears the torsion axle is free to do its job at ride height, and the hydraulic system simply moves the "mounting point of the axle/arms.
Their design puts the axle through the frame, as opposed to under it.
Here is another picture that shows the rough space occupied by the wheel well.
