Not really no, it was simply that the police were then allowed to carry firearms if the situation warranted it. Basically, historically the British public have a fear of a government sponsored militia, so when Robert Peel set up the modern police, they were forbidden to carry firearms, as times changed that rule changed and so eventually they were allowed to have firearms if needed. And Civilians were still allowed to carry pistols as well.
Britain has a long and complicated history with firearms and both the police and civilians owning and carrying them.
And even now, armed crime is so rare it still makes the news, and most civilians don't feel the need to carry weapons. Even if someone breaks into our homes, we have the legal right to use as much force as WE fell is necessary to defend out selves, the only time any one would face prosecution is if they killed the burglar while he was running away or trying to escape, other than that we can use deadly force if we feel it is necessary.
